No, the stupidity is the failure of Ralph Klein and his croonies to
check up on all his departments and their salaries and expenditures to
see exactly where the monies are going. After all, how many people in
Alberta (especially politicians) have been caught stealing or
accepting bribes and kickbacks over the years??? I guess it would have
to be dumb luck for Ralphy to catch them stealing or mismanaging a
government department.  After all, the whole 2 million dollar ET theft
took three years to catch onto.
