Fixing Interlace Shear in FrameGrabs?

Does anybody know of a program that lets you correct motion-induced
shearing that appears in video framegrabs?

--You know how a moving object on video, gets sliced up due to
interlacing? One field shows half the raster lines, and the next field
(created 1/30th of a second later in NTSC, 1/25th in PAL) shows the
subject moved over a little bit farther. The result looks like crud.
Sometimes it looks blurry, other times it's all zippery.

I know the AGA-Toaster had great software to deal with this but I don't
have a Toaster so I need help in finding software to do this simple
correction. I don't even know if the Toaster software would run (at all)
without a Toaster being installed.

I've seen such a prog on the older Macs. The Amiga, with it's raster
coprocessor would be ideal for realtime preview of fine-tuning of such
images (though most programmers don't seem to understand the Amiga's novel
hardware).

BTW the framegrabs are being done on a (ick) DraCo Casablanca. It's a
castrated Amiga AFAIK. The Casablanca is, in this case, networked to a
Wintel box, so I can use Wintel software if you have any de-shearers to
suggest.

If you can cc: a reply to me that would help a lot.
