"Cannot rely on" means will not necessarily work.  Now, if you chose to use
things knowing full well that they quite possibly/probably will not work,
then fine.

As in "I can build the house for you, but you cannot rely on to stay up".
Or "You cannot rely on the fire extinguisher to work"
Or "You can use the steering wheel, but you cannot rely on it actually
turning the direction of the wheels".
Or "You cannot rely on the fire detection equipment in the Chunnel".  Erm. 
Maybe not such a good example...

Etc.

I.e. "Use it if you must, but don't come whinging to us when it doesn't
work". :)
