Leaving aside the fact that I am not an American, exactly how do you
propose that I enforce it if I was?

I'd love to think that this would work, but the spammers would just
laugh at you - how do you think you can get at someone you can't trace -
and how much do you think it would cost to attempt to sue a spammer for
this even if you did finally discover who s/he was?
