Apple now has it available for download from their Developer ftp site.
Go to:

ftp://ftp.apple.com/devworld/Development_Kits/

and there you will find the file:

ftp://ftp.apple.com/devworld/Development_Kits/MacTCP.sit.hqx

It's pretty big and has more than MacTCP 2.0.6 in it, but it should do
the trick. It appears to be publicly accessible. Look at the file

ftp://ftp.apple.com/devworld/Development_Kits/MacTCP.txt

to see what is contained in the .hqx file.
