I've had this same problem, with the same hardware.

Killing the getty never worked for me.

This is not the same problem that I had. The problem wasn't that
DTR was turned on too quickly, it never comes back on at all except
on outgoing calls. Killing getty and resetting the modem had no
effect. The only way to get inbound connections to work was to
reboot the cpu.

Sun has a patch available for this problem. Since installing this patch,
my dialin problem has gone away. About once a month outbound connections
fail because getty has the port open. In one case I noticed getty and
the modem chatting back and forth. I suspect that the cause of this problem
is insufficient DTR low time (which should be curable with the adb patch).
In any case, simply killing the getty fixes the problem.

The README file for the patch follows:

    Patch-ID# 100358-01
    Keywords: dialin dialout drops DTR
Synopsis: SUnOS 4.1.1: unable to dialin DTR dropped
    Date:26/July/91

    SunOS release: 4.1.1

Topic: DTR dropped and unable to close on dialin/dialout lines

BugID's fixed with this patch: 1060689

Architectures for which this patch is available: sun4 sun4c sun3 sun3x

    Patches which may conflict with this patch: 100084, 100020, 100095 100188 ,100187 100194, 100200, 100255, 100315, 100358

    Obsoleted by:

    Problem description:

When a port is used for dialing in and dialing out
DTR could be dropped and processes remain in <exiting>
state with data queued for the driver.

    Fix description:

The fix includes patched version of:

                    zs_async.o
		    mcp_async.o

    INSTALL:

    # mv /sys/sun{4,4c,3,3x}/OBJ/zs_async.o /sys/sun{4,4c,3,3x}/OBJ/zs_async.o.FCS
    # mv /sys/sun{4,4c,3,3x}/OBJ/ /sys/sun{4,4c,3,3x}/OBJ/mcp_async.o mcp_async.o.FCS
      cp sun{4,4c,3,3x}/zs_async.o /sys/sun{4,4c,3,3x}/OBJ/zs_async.o
      cp sun{4,4c,3,3x}/mcp_async.o /sys/sun{4,4c,3,3x}/OBJ/mcp_async.o
      chmod 444 /sys/sun{4,4c,3,3x}/OBJ/zs_async.o
      chmod /sys/sun{4,4c,3,3x}/OBJ/444 mcp_async.o

Then a new kernel will need to be made

Please refer to the System and Network Administration Manual for details
on how to configure and install a custom kernel.
