Not really, the protocols used, the "what makes up the Internet", which
is referred to generally as the Web, determines what occurs. Without
them there is none, not the Internet or the Web, regardless of the term
used. Throw in an application, and all the broadcasts, IPs, and other
become a usable presentation. The basic difference? The application and
protocol.
The issue and misunderstanding seems to be the protocols and their
usage, e.g., the *application* used to connect to the Web/Internet USING
a specific protocol. Regardless of the method, it still remains the
Web/Internet, only the application and resultant protocol used changes
[as do ports and other aspects, but that is a different discussion]. The
actual stream [Internet/Web] carries multiple protocols within it; it is
the application [and whatever local and distant other requirements need]
that determines the "connection" to whatever offered.
