Melvin,

Try Start > Run and enter Msconfig. Under General/Advanced disable
fast shutdown. Ms increased the speed of some shutdown routines in
Win98 SE and one or more start before others finish, causing the
problem. This usually takes care of it. Although Win98 FE usually
needs the Fast Shutdown enabled. If  this option is missing or
ghosted then the patch has been installed.

Another cause is an AV program running in the background. If you
have one running all the time try disabling that feature, I believe
it's a Norton feature.

BTW The MS SE shutdown patch is considered a last resort by many.
