Having it in RunServices is certainly unusual. There are actually two RunServices keys
but they provide the same functionality in different ways. One makes the service present
at all times, the other makes it shut down and reload each time you log-off and on again.

[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunServices]
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\RunServices]

Unless it's specific to the Portugese version I'd say it came from a third-party program
you installed. It's certainly an oddity. You could try reading it with a hex editor (or even
WordPad) to see if there's anything readable which points to it's source (or function).
