Unfortunately for you, it can be a symptom that your hardware has
a problem. A Win98 install is working the system rather harder than
most people use their PCs, so it can show up hardware problems
that have been lurking since before the reinstall.

It can also just be produced by the reinstall installing stuff in a
different order, particularly the stuff you add after the Win98 install.

There's really only one way to resolve this sort of problem, go thru
the reinstall again carefully and see when the kernal32.dll error shows
up and see if thats reproducibly associated with something you install
after the Win98 install. Its important to be sure that the Win98 install
itself goes perfectly too, no complaints that you just OK etc. Coz
those are usually due to something about the hardware it doesnt like.
