There is Canadian legal precedence that usenet IS a publictaion... to 
wit, the ruling against the University of Manitoba re: the alt.sex* 
groups...

This is untrue.  The University of Guelph has AT NO TIME scanned email or 
anything else for details of the banned material...  In fact, Guelph's 
feed of alt.karla was lost because UofT, who they get their newsfeed 
from, censored it.

UofG IS NOT and HAS NOT EVER scanned email for anything!
