Altopia stands head and shoulders above all the others.

Generally you will find the fault lies with the "free newsservers." Taken as 
a whole they are little more than amateur attempts to provide professional 
service and they are lacking more often than not. If you want to download 
binaries you have to pay or else you spend the majority of your time 
frustrated because of incompletes. Even some of the lower tier pay servers 
(octanews comes to mind of late) seem to have chronic problems with 
incompletes as evidenced by posts to their support group.

It's unfortunate that inept, amateur free NSPs have gotten numerous enough 
that they now seem to be giving ALL NSPs a bad name. The good folks at NANA 
and NANU need to look into this problem because if there's a case of REAL 
abuse of the network it's these amateur NSPs wreaking havoc with the network 
while they pretend to be something that actually does the job.
