But once the operator of a newsserver voluntarily takes on *any*
responsibility for censoring the content of ngs ... where does it stop?

It was an election year; talking tough on crime does get votes ...
regardless if the action taken is ineffective.  And, some parents, when they
run across (or hear about) offensive material their first thought is that
government should do something about it.
