If there is no reliable way to tell the majority and the minority
apart, then all you can do is treat them all the same. As I said
before. We have no way of telling who posted the "mahmud" trolls, for
instance; it could be anyone with an altopia account. More serious
problems from altopia are similarly untraceable to individuals. What
else can be done, other than actions which affect the entire domain?
The intention is that the majority will then force the provider to
include some way of distinguishing them, or change providers.
Lets do an analogy: Say you have a public picnic ground, with
barbecues and barques tools provided. If a single person keeps
stealing the tools, eventually, they'll have to be chained down or
taken away. Everyone suffers because there is no accountability. You
can contrast this situation to change rooms in stores, where you are
given a ticket for each item you take in, so there is accountability.
