I wonder if anyone knows of any public-domain or commerial terminal dialup
software for MS-DOS(not Windows) that it allows users to
change cursor characteristic. For example, flash, square, etc.

Thanks in Advance

Try MSDOS KERMIT, an excellent public-domian terminal program. It can
set the cursor as a block or an underline. There are hundreds of
user-configurable options as well. It is available at
watsun.cc.columbia.edu in the directory /kermit/bin and the file name
of the current version is msvibm.zip (version 3.12).
