*LAW VISITS PRISONERS IN ISRAELI PRISON AND DETENTION CENTER*
7 March 1998
Following a recent visit by LAW to Meggido prison and Ariel deten-
tion center, LAW expresses grave concern at the conditions in which
these prisoners are held. Around 550 civilians are administratively
detained in Meggido prison, meaning they are detained without charge
or trial and on the basis of secret evidence. The number of detai-
nees fluctuates depending on transfers. LAW spoke with 13 Palestin-
ian detainees about the situation inside the prisons.
The health situation:
---------------------
Political prisoners at Meggido prison complained about the lack of
medical services and the deliberate delay in offering medical treat-
ment, particularly in urgent cases.
One such case is the case of Maher Hanani from the village of Beit
Furiq. Hanani needs urgent treatment following a 62-day interroga-
tion, during which he was tortured. Hanani's case was raised during
a meeting of the detainees with LAW.
Hassan Miri' also needs an urgent operation to remove kidney stones.
Miri' has not yet been transferred to hospital.
Detainee Jihad Miri' needs an operation on his digestive system. No
response has followed his request.
A'kef Sha'lan suffers severe pains in his legs and has requested
but not received urgent medical treatment.
Restriction on family visits:
------------------------------
The lawyers were also informed that Israeli authorities in Meggido
prison have banned regular family visits. Instead of visits every
two weeks, they allow one visit every 4 months under the pretext
that families do not have the required permits for such visits,
although Israeli authorities issue such permits. For those family
members who make it to the prison, prison guards conduct degrading
and insulting body searches. The length of the visits is only about
10 minutes.
Extension of administrative detention:
--------------------------------------
Lawyers were informed that the Israeli authorities have extended
the administrative detention of the following prisoners:
1. Shaher Ahmad - detained for 5 months, 4 month extension
2. Mazen Anatshe - detained for 6 months, 3 month extension
3. Mohammad Al Kawasmi - detained for 6 months, 6 month extension
4. Jihad Shihade - detained for 4 months, 3 month extension
5. Zakaria Al Ja'bari - detained for 4 months, 4 month extension
6. Ibrahim Al Hadayeb - detained for 4 months, 6 month extension
7. Abdil Quader Idris - detained for 28 months, 6 month extension
The detainees condemned their extensions, which have occurred with-
out legal evidence or trial. They called themselves 'political
hostages', as they were originally arbitrarily arrested and remain
in detention without charge or trial.
Long sentences issued by the Beit El Military Court:
----------------------------------------------------
Prisoners charged with a crime complained that the sentences issued
by Beit El Military court are significantly harsher than comparable
military courts, and they contradict usual court rulings. Prisoners
sentenced in this court have complained that the judge is an illegal
Jewish settler and racist.
Ariel Detention Center:
-----------------------
Detainees at this center, where detainees are held pending trial,
complained about overcrowding in rooms that are poorly ventilated
and dark. Prison officials have banned outdoor breaks, and prisoners
say that the food is poor and of bad quality. Currently thirty to
forty prisoners are held in this detention center. Eight detainees
are incarcerated in rooms of 2.5 by 3.5 meters. The guards insult
and mistreat prisoners.
Detention rooms at the military court of Doutan:
-------------------------------------------------
Around 25 prisoners are kept in a room of 2.5 by 2.5 meters. They
spend long hours waiting for their turn in court.
Prisoners represented by LAW:
-----------------------------
1. Ahmad Khatatba: Charged with possession of weapons and member-
ship in an illegal organization (The Democratic Front). He was
sentenced for 5 months.
2. Omar Nasasra: Charged with membership in an illegal organization
(The Democratic Front), and is accused of having a connection
with the murder of an Israeli intelligence agent. He was sen-
tenced to 15 months.
LAW condemns the on-going Israeli practice of administrative deten-
tion, the practice of incarcerating civilians without charge or
trial. According to international law, administrative detention may
only be used for short periods, and those incarcerated are entitled
to work, study and otherwise carry on normal activity. Palestinian
administrative detainees in Israeli prisons are incarcerated in poor
conditions, over-crowded cells, without access to the outside world
including family visits, and are subjected to long interrogation
periods which includes the use of torture. In addition, LAW also
demands humane treatment of Palestinian prisoners, held in Israeli
prisons inside Israel in contravention of international law, which
requires that Palestinian prisoners be incarcerated in prisons in
the Occupied Territories. LAW demands the intervention of all local
and international organization to bring a halt to the suffering of
these prisoners and administrative detainees, and for the uncondi-
tional release of all administrative detainees.
