address completion and US `top-level' domains.

MHSnet does `address completion'. This means that normally one doesn't
have to use those domains that are common to source and destination.

Unfortunately, this has a side effect that domains that are valid
at a higher level, but that are missing from the routing tables, will
also get `completed', as in the US toplevel addresses that match
Australian PRMDs. Of course this won't happen for `typed' domains,
such as "COUNTRY=gov", only for untyped `internet' style addresses.

Eg: "edu.au" is a valid region in Australia, so MHSnet by default will
append "au" to any address ending in "edu", assuming you meant the PRMD,
not the `COUNTRY'.

If you are running version 1.2 or earlier, a fix is to add "route" commands
to your "commandsfile" to force these regions into the routing tables:
	add	COUNTRY=edu
	route	COUNTRY=edu	NODE=basser.DEPT=cs.ORG=su.PRMD=oz.COUNTRY=au

If you have 1.3, you need to have "forward" commands for these regions:
	forward	*.COUNTRY=edu	NODE=basser.DEPT=cs.ORG=su.PRMD=oz.COUNTRY=au

If you are running a local SMTP gateway, use the address of that gateway
instead of "basser".

The current set of US top-level addresses that match Australian PRMDs are:
	com edu org gov

Does this explain (and fix ?) the following problem. Note the problem is 2
weeks old where a SUN-III fetchfile via basser gets a ".au" appended.
