Cannot access CD-ROM

Four years ago I gave my sister my old computer, running Windows 95.

Recently it booted straight to "It is now safe to turn off your computer"
and was unusable.

I ran Norton Disk Doctor for Windows 95/98 and found several damaged files
which were repaired.

When I rebooted I get an error message saying that Windows needs to be
reinstalled because c:\windows\system\shell32.dll is missing.

Unfortunately I cannot access the CD ROM Drive and I have lost the floppy
that came with it.

We have the original Win95 disk

The cd-rom drive is a VUEGO Model No 665A-004 (6 speed)

I found a driver for Vuego 685A - 144.

The program I downloaded is 610a211.exe which I have on a 3.5 floppy.

Should this work on the 665 model?

Is it now just a simple matter of booting to DOS , running this program and
then reinstalling Windows 95?

My sister is a two hour drive away and I would like to have all information
before I undertake the trip.

 Any comments would be appreciated.

Thanks

Apologies if this post is too long.
