How do I get Nero Express to recognise a .img file extracted with ISO
buster?

The only option seems to be to read a floppy disk.

Indeed, and I got all the way through the slipstreaming instructions, and
found the burning instructions are for the full version of Nero, not Nero
Express.

If you don't want to spend additional funds on the full version of Nero,
it appears the only other cost effective option is to download the Win32
port of mkisofs and use that to create the ISO, which Nero Express will
burn without any problems at all.

I used BartsPE builder to make a bootable BartsPE CD, it uses mkisofs to
make the bootable ISO and Nero had no trouble at all burning a CD from
that.

Or you could just change the extension to .iso and it will burn
perfectly ...

So, pray tell me, how do you put a 2.8 MB image onto a 1.4 MB floppy disk?

The Boot Image file you need will be no more than a few kb in size. You
haven't mentioned what this program is that you're trying to boot with,
so it's going to be hard for anyone to help you. But if you track down
that file, then you can put it on a floppy and load it into Nero from
there to create your boot cd.

In my (admittedly limited) experience it's normal for an image file to
be larger than the sum of the files in the image. Try and see.

You misunderstand.

nero will burn the files to an ISO image that are bootable with a boot
floppy .

Its the part about making the ISO image boot with the boot data that the
Windows XP CD uses ...
thats what nero express cannot do.

There is a utility to make iso images slipstreamed with service packs and
updates and additional packages,
and even delete windows components (eg delete IE .. )..
