please help creating sets of sets

I have a problem creating sets out of sets.

The task is to take a set of numbers and then two non-negative integers,

a and b.  The program should then generate as output all the subsets of
the original set of numbers containing at least a and at most b
elements.

Any help would be greatly appreciated
