You need something running on your computer to accept requests for pages.
This something is called a "web server", "http server" or "ftp server",
depending. There are several free ones around - go visit shareware.com.

However, if you are always connected on a particular adress (eg
123.234.23.12), then requests to "ftp://123.234.23.12/MyFile.doc" will be
sent to the ftp server you have set up on your machine.

There are probably things on the net which will temprarily assign you a
domain name. As in, you lease "myhome.com", and when you log on you tell the
name server that it shoudld map "myhome.com" to address 123.234.23.14, for
now. I don't know.

If you just want some files hosted, you needn't go to all that trouble.
