How to get root access to POP in RH5.2

With RedHat 5.2, how do I configure it so that root can get access to the
POP3 server on port 110? My other installation is Slackware, and I can
retrieve mail no problems. I was rather surprised to see that RedHat have
disallowed root access. Where is this flag set in the system so that I can
enable it?
