After a lot of fiddling around and testing, I have been able to diagnose and cure the above problem. It was caused by Slackware incorrectly installing the /dev/console symbolic link. To fix this problem, which will probably appear in all Slackware 3.1 installations off of Infomagics Sept. 96 Dev. Resource type the following as root : './MAKEDEV console' (while in the /dev directory) What made this hard to diagnose was the few programs (such as setfont) which refuse to run when the /dev/console file is not properly set up. That fooled me into thinking the startup (/etc/rc.d/rc.M) file was not processed correctly. Not to mention that any debugging echo statements you put in went to the great bit bucket in the sky. Hopefully this will be of some help to others who install Slackware '96 from Info's Sept. 96 Dev.
