I could not get a response from that address.

No, his is talking about a different card configuration.
Have you configured the sound card and recompiled the kernel?

If you are booting Linux and you get the LILO prompt
(This is assuming that you are using the distribution boot disk)
boot:
then you can type
boot: linux sbpcd=0x230,SoundBlaster
The 0x230 is the Audio Base I/O Address.
This will tell the SoundBlaster driver (sbpcd) the information where to
find the drive.
The sound card driver is set to look for the ATAPIdriver. It will still
attempt to find this drive, but then will look for the sbpcd configuration.
This is what I did with a standard configuration for a SB16 Soundblaster
card with a CreativeLabs drive attached.
The information about my drive is in the SoundBlaster CD16 "getting started"
manual page 1-7.
To fix the problem, you will have to compile the kernel (which the drivers
are part) after configuring the "sound card".
You also have to update the sbpcd.h file, but this can be done once the
driver is working.
I am not sure from your message if you have done the sound card configuration.
Have a look at the CDROM-HOWTO.
If you have any problems send me some email.
