I had the same problem.  The ATI tech support guy told me to do two things.

  1)  Add VAD=ON to my SYSTEM.INI as stated above, and
  2)  Turn VIDEO_SWITCH_NOTIFICATION to OFF.

Everything works fine now.  Good luck.
