this has nothing to do with the PATH variable.  I wager you haven't
installed it correcelt.  on installation, mikTeX will create format
files and tell itself where they are.  you may try to rebuild the format
files from MikTeX's configuration menu.  it should be accessible from
the start menu on the same level as all your other installed programs.
