What do you notice about this quote?  I'll give you a hint, try
   \begin{quote}
   ``Given increased usage, costs will quickly
   reach \$1,000,000 pa if left unchecked.''
   \end{quote}

Now try this:
   \textit{``Given increased usage, costs will quickly
   reach \$1,000,000 pa if left unchecked.''}

No quote, but still italic, and it's still a pound sign.  The currency in
cm italic is a pound sign.  If you need to put a dollar sign in italic
text, Knuth suggests using the slanted dollar sign.
