You may be better off asking this question in comp.text.tex as you
will get a wider audience who may have actually used the various
options. I _think_ there have recently been other people asking the
same question on comp.text.tex and several replies. It is worth
looking through anyway.

I don't use LaTeX under Windows (LaTeX2e _is_ current LaTeX, the 2.09
versions being obsolete) but most implementations can be obtained from
the CTAN (Comprehensive TeX Archive Network) ftp servers or their
mirrors. Currently the two main CTAN servers are ftp.tex.ac.uk and
ftp.dante.de with the US CTAN member needing replacement. There is a
mirror in Australia and you can access it via anonymous ftp to
ftp.cs.rmit.edu.au; look in the directory /tex-archive/systems and
follow the subdirectories to find Windows NT implementations.
