Who can help me?

On my machine latex.exe from MikTeX 1.2b does not produce .dvi files
anymore.
Even a new installation of MikTeX with former deleting the entries in the
registry does not change anything.
The error message from latex is:
initexmf: don't know how to dump latex
I can't find the default format file.

After running Creating latex format files it reads:
tex.exe failed on latex! return code: 1

What did I make wrong?
How can I repair the error?

regards,
Martin.
