AFAIK for surface temperature records, data from locations where there are more than 16,000 people are usually excluded, but I know from my own work that UHI effects are significant at population levels of a tenth this size. Also, other articles seem a bit easy-going in attributing cause and effect. Related, yes. Causally related? Very difficult. Coefficient of Determination can, and has been, 98.5, and there it turns out that there is no causal relationship. The old problem of 'ice cream causes drowning'.
