Not unless they're a host at uunet they can't.

They can be turned into fred%bloggs@uunet.uu.net though, or even better,
just sent to uu.uu.net with the address remaining fred@blogs.uucp

Or use munnari instead of uunet, munnari's uucp routing these days
finds the "nearest" internet site to the destination and smtp'd the
message to there (which reminds me that its about time I rebuilt our
uucp host tables...)

| What is the Sendmail rule to do this (for SunOS 4.1.2)?

I'd do

DUmunnari.oz.au

and then in S0

R$+<@$-.uucp> $#MHSnet $@$U $:$1@$2.uucp

or something like that (MHSnet is probably wrong, if you're on
AARNet you'd use the SMTP mailer instead.

| before I go hacking into sendmail.cf ...

Wimp...
