When I worked at IBM in 1991, this was correct.  The IBMer must "apply" for
Internet access and his manager must approve it.  This is to ensure that
the gateway is used for the all-important BUSINESS PURPOSES ONLY.....  
IBM strictly frowns on anything that might even be remotely construed as
misuse of their assets (where an "asset" might be a few bytes on a virtual
disk or a few paper clips or about anything).

All internet messages are routed to a single gateway before being sent via
the VNET (IBM's internal network).  I believe the gateway is at Almaden
but this might be wrong.

It appears (and this is a total guess) that IBM shops that deal with AIX
extensively have a somewhat easier time getting on the Internet.
