That depends on the site. At research, we are quite open. Most of our employees
have some sort of internet access, whether it's via news (open to all), via mail (open
to all with management approval), outbound telnet (open to all with management approval), 
inbound telnet (open to exempt employees). However, the *.vnet.ibm.com sites are more
restricted, they only allow mail and sometimes News.
