Outside these hours you start to enter the peek hours of Europe and the
USA.  So these are the best times to retrieve things from the over side
of the link.

NOTE: Most of europe is between +1 and +3 GMT presently.

So depending on where you're ftp'ing to/from, our peek times are the
best times to grab things from overseas.
