Is it possible to use the telementry channel for non-packet radio transmission of messages? Conceptionally I'm sure there is not much differences between a telementry message and a normal communication text message. If so, is it legal? and how hard would it be to construct this, and what protocol should it use? morse code? I can see this being used as a pager system for groups of people for non urgent messages.

As far as I can determine, any data mode is permitted. The only restriction is that transmissions must be less than 3 seconds in every minute. This is deliberately to stop packet radio, which can run at a duty cycle of more than 50%. The rule limits use to telemetry and telecommand style use. I'm sure other use could be made of the data channels, within and without of the regs.
