What, in this day and age? A pilot gets blinded by cloud or fog, and crashes into side of a mountain - can this be avoided? Radar can see through atmospheric obscurity, and GPS-EPIRB can determine location, so what is the problem? It may be that air traffic controllers at an airport rely on sight and radar to spot a plane coming into their airspace, but surely an aircraft's location could be known, at all times, to airports, by coordinates - if the plane transmitted a unique signal? Then, if the plane was in cloud/fog, it could be told it is heading into a hillside, so elevation is necessary. As for search for a crashed plane, if all planes carried not only a black box, but a constantly transmitting beacon, then no problem. (I remember an instructor, in WWII, training pilots, per a Link Trainer, in how to fly blind.)
