These are available to each passenger on large planes, should the craft become depressurised, yet might also be useful in other emergency situations. Many persons die in a domestic fire, not so much from the flames, as from being overpowered by toxic fumes from burning artificial fabric (furniture, carpets, curtains). Same in coal mines if methane gas is present, or air is absent. In submarines, or other sea craft, when sea water floods in. Whether such emergency apparatus need be of the scuba variety (with oxygen cylinder), or merely a means of filtering out toxic fumes, would depend on circumstances. Such would not guarantee survival, but would help.
