Hi all,
Here is the shell of something I hope to get integrated into Solaris 2.x
however it needs some vetting and maybe other states than S.A.
need updating for 1992 and 1993.
Correcting input gratefully accepted, and acknowledged in the
file header. Hopefully we can get consensus and the header makes it through
into the OS intact. If not, it's fame and imortality lost to chance.
Thanks

#
# @(#)australasia 2.0Beta 14_December_1990 Sun Microsystems Australia.
# Documented Timezone Source file for Australasia.
#
# 1/ STATES of Australia have now been unbundled from one another.
# As noted by John Basser, there is no NATIONAL timezone legislation.
# This action should improve the ease of future updates.
#
# 2/ The rules for one state (South Australia) have been
# documented, for use as an example when next adding to this file.
# This is included because the zic documentation makes the task of
# creating and updating timezones appear non-tivial.
#
##############################################################################
# Some states and subjurisdictions have their own ideas of a fun time.
# Based on law library research by John Mackin (john@basser.cs.su.oz),
# who notes:
#
# In Australia, time is not legislated federally, but rather by the
# individual states. Thus, while such terms as ``Eastern Standard Time''
# [I mean, of course, Australian EST, not any other kind] are in common
# use, _they have NO REAL MEANING_, as they are not defined in the
# legislation. This is very important to understand.
#
####################### Updating Timezones ###################################
#
# This is a zic source file, refer to the zic man pages for details. Edit this
# file as required, modify ONLY Rule lines for the zone you intend to change.
# Save the modified "zic" source file anywhere, call it some filename, we will
# use '/tmp/newzone' in this example.
#
# Follow these steps:
#
# Note: the following command is keyed as one line, or copied from this file
# then pasted to a shelltool under Sunview or OpenWindows.
#
# As root:
# set TZI=`ls -i /usr/share/lib/zoneinfo/localtime | awk 'BEGIN { FS=" " } { print $1 }'`; find /usr/share/lib/zoneinfo -ls | grep $TZI
#
#
# The resulting text should show a symbolic link pointing to a timezone
# object file, or a pair of directory entries; localtime and a timezone file
# to which it is hard linked. Either result permits checking that the changes
# will be made to the actual timezone object file currently in use
# by SunOS.
#
# Now you should back up the above object file to a safe place.
# For example, (substitute the name of your zone file).
# As root:
# cd /usr/share/lib/zoneinfo; cp Australia/South Australia/South.original
#
# DELETE the localtime file.
# As root:
# rm /usr/share/lib/zoneinfo/localtime
#
# Having backed up your current timezone, you are ready to overwrite it.
# As root:
# zic /tmp/newzone
#
# This has created a file in /usr/lib/zoneinfo, under the NAME specified in
# the Zone line, in this case /usr/lib/zoneinfo/Australia/South.
#
# Test the zone on a STANDALONE machine, be careful to do as little writing to
# disk as possible whilst the system time is warped away from current date/time.
# Unix and some utilities such as cpio and mail/uucp may produce unpredictable
# results in response to incorrectly date stamped files.
#
# Set the date with the 'date' command to 1 minute before the expected change;
# use the command "zdump NAME" (the NAME field from the relevant Zone line)
# Wait until the minute is up, check with zdump to see the time in the
# test timezone, the shift should have happened. Try warping time forward to
# one minute before the point where the rule is reversed, repeat the test.
# After the minute's wait, the time should have shifted.
#
# Return to the real date and time, check that the zone is handled correctly
# for today, by checking the current offset from GMT against the new timezone
# Zone and Rule lines presently applicable. Hint "zdump GMT" "zdump NAME".
#
# If the new timezone works as expected, create a new symbolic link
# for localtime.. Here is an example, (substitute the name of your zone file).
# As root:
# cd /usr/share/lib/zoneinfo; ln -s Australia/South ./localtime
#
# If your tests proved a failure, copy the original timezone file which you saved
# back to it's original name, recreate the localtime link as above.
#
#
####### Documented Source for Australia/South timezone #####################
#
# Time Zones for South Australia, hopefully for 1971/72 to 1995/96,
# ( assuming that local legislation lasts until 1996 as promised. -( .
#
#
# Zone line for Australia/South.
# Use all Rule lines which are designated "AS" and no others.
# Zone standard offset is GMT plus 9 and 1/2 hours.
# Time in this zone is designated as %sST; where the
# "LETTER/S" string in the currently used "Rule", is
# substituted for %s, in real time.
#
# Third Rule line.
# Every year starting with calendar year 1968 until year 1985 incl.
# At 0200hrs on the last Sunday of October, set clock foward one Hr.
# Designate the resulting times as DST.
# Following the switch, the time will be 0300hrs.
#
# Fifteenth Rule line.
# Every year starting with calendar year 1993 until (max) this file
# is updated with some farther rule.
# At 0300hrs on the first Sunday in March, revert to Zone standard
# offset from GMT. Designate the resulting times as CST.
# Following the switch, the time will be 0200hrs.
#
#
# The Formula.
# If a shift was to occur the third Sunday of a given month:
# the correct entry for the ON field would be Sun>=15, this is because
# the third Sunday may never occur before the 15th.. (2*7=14),
# but may occur on any day between the 15th and the 21st.. (3*7=21).
# NOTE: This can be seen to produce the same result as Sun<=21.

Two comments ...
- does not the use of the dreaded 'D' letter violate the rule that
we don't have daylight saving time we have summer time, and the
official designations are 'CST' and 'CST' (real useful I know) ?
- Olson's latest stuff uses the even/odd type to alternate the years
in South Australia ... something to do with the Adelaide Festival ...
is this still a valid presumption ?

You might want to check the dates but I believe it was from Nov 17th 1991 to March 1st 1992. I believe the times are as above (i.e. 2:00am start and 3:00am finish). Other than that, well done!
