Nope, thats mangling the story utterly. The absolute vast bulk of those in remote
communitys arent there because they were put there by whites, on useless land.
In fact they have been given HEAPS of nothing like 'useless land' in recent decades. 

There certainly was SOME of what you list, but its a very small part of the total today.

There was very little of that too, just a couple of examples.
