How do I change LaTeX defaults?

I have to put a paper into a specific journal format, therefore when I type

\begin{thebibliography}

I need the word

	REFERENCES

to appear, instead of

	References

I have scanned through the manual and it suggests searching the files
where these things are defined; i think I have found the definition in
article.sty but cannot seem to change it (without doing the klunky thing
of actually copying the whole thing and then changing it)

How does one do things like this in general?

Cheers

Gordon
