xdvi with VMS DECwindows

Can someone who has used xdvi with VMS DECwindows give me a few pointers on
making it work?  I am using the version from the DECUS TeX collection tape. 
It is remarkably short of documentation and error messages.  Mostly it just
exits when I attempt to run it.
