In using LaTex in report style (or any other), I cannot simultaneously generate both headlines and footlines. Can anyone tell me how to do this please?

There are two options available:
1) Obtain fancyheading.sty (I think is the name) which can answer your
problem.
2) You can roll your own pagestyle, which is quite easy.
For a new pagestyle `mystyle':
+ define a macro ps@mystyle which defines macros called @oddhead and
@oddfoot which are the headers and footers you want. If you are using
twoside, you will need to define @evenhead and @evenfoot as well.
Because these macro names contain the `@' character, you will need to
define ps@mystyle in a style file (say, mystyle.sty) or bracketed with
the \makeatletter and \makeatother commands
+ use your new pagestyle:
\pagestyle{mystyle}
