It was extremely difficult in getting "az.sf" (SciFi) set up. I read all
the technical notices and FAQ's. I worked at it for over a year (95-96).
I did manage to get a CFD and a CFV. However the person running the vote
used rules similar to the national groups (based on the population of
Arizona). I did not have time to rally enough votes by the time I learned
the rules. I sent out E-mail for the next year to try to make as many
contacts to vote for the group as I could on the needed short notice. By
then it was difficult to try to find someone capable and recognized to set
up the group to be able to re-try my next CFV a year later. It was
stated/believed that their was one central person/group that controls az.*
newsgroups. That may be true. But if there were I could only find one
person and he was not always available or listened to. By then a
salesmanager at a larger ISP that I had talked to, just plain told their
Newsgroup Administrator to set it up. Newsgroup Administrators after
setting up a newsgroup have a protocol to inform other Newsgroup
Administrators that the new newsgroup is established and to please carry
it. The tough part is then getting them to actually do it. Many ISP
Newsgroup Administrators refuse. Mostly it is ignored. Some say, "The
channel is not available." (?) I suspect many don't know how. If you get
a large local ISP to set up a newsgroup they will often share their az.*
newsgroup feed with several other ISP's. After that you are dependent on
subscribers of each ISP that want the newsgroup to contact their Newsgroup
Administrator and request they carry it. (They need to know the original
ISP that created it.) ISP's mostly listen to their own subscribers, thus
the group needs to be popular. Keep in mind that posts to newsgroups
actually are duplicated to every subscribing ISP's newsgroup directory
simultaneously, not a central location. That can take up a lot of room. I
still print up flyers at appropiate SF events explaining the az.sf
newsgroup. BTW: Does everyone reading this have access to az.sf? If not,
could you ask your Newsgroup Administrator to carry it. It would benefit
many other SF fans. Thank you.

I would suggest you set up a FAQ for the proposed group. You need solid
logical responses to key questions. "Why can't discussions under this
group be handled under az.general?", "What posts would be on topic for
this newsgroup?", "How many people would be interested in this
newsgroup?", "Why not just set up a listserver instead of a newsgroup?",
"Would this group be moderated?". The comment that their is no way to
answer to it is "It would take up too much bandwidth." Once you have good
solid answers to these questions revitalize a CFD in az.general. Bring it
to the attention of a large local ISP Newsgroup Administrator.

az.sf was establish on 2/20/96 by Primenet.com

Good luck.
