What does az.config stand for or mean? Just curious as to the selected subject matter of this group (and many others).

There used to be very tried and true ways to create/destroy usenet groups that were based on democratic methods (voting by the potential users). While those methods are not strictly followed now, some of the infrastructure created to support them are still around. So, if someone wanted to start a (for a bad example in my mind) group called az.sports, the best route would be to come here and discuss it first, then hold a formal vote, and if enough people were in support, you could go to the major usenet carriers in the state (and outside) and ask them to support the group.
