Let me add the the original point of having these groups (both moderated 
and un-moderated) on Usenet is to make them available to all people, in 
and out of the industry. There are plenty of venues available to 
broadcast industry personnel to hold discussions, but these venues are 
not available to non-industry people.

So it certainly is, as you point out, a come-one, come-all policy...on 
both ba.broadcast and ba.broadcast.moderated alike.
