What "Now"? For about the past 50 years in Calif it's been the law if a driver
doesn't have satisfactory ID when stopped for a Vehicle Code violation, then the
driver can get handcuffed/taken in. Oooooops, did I say driver? That is the law
for any violation of the vehicle code, including pedestrian violatons and
bicycling violations.

That's the situation in Texas where the recent U.S. Supreme Court case from. The
woman didn't have ID on her. Also, it's my understanding that's the law in most
states. The Supreme Court decision should have been no surprise. It denied an
appeal from Calif about 10 years ago challenging the Calif law. 

Also in Calif, you get taken in for Vehicle Code violations if you: fail to sign
the ticket, demand to be taken in to get before a judge, or you're DUI.
