                                   FOR HEARING

FOR IMMEDIATE RELEASE

WASHINGTON D.C -- Deputy Secretary of Commerce David Barram will
lead the U.S. government delegation in a public hearing on
"Innovation and the Public Interest: Open Access to the
Information Society" Friday, May 13th, 1994, from 8:00 a.m. to
3:30 p.m. at the city of Sunnyvale Community Center (Ballroom),
550 East Remington Drive, Sunnyvale, California.

Assistant Secretary of Commerce Larry Irving, FCC
Commissioner Andrew Barrett will also represent the federal
government. Commissioners Norman Shumway and Jesse Knight of the
California Public Utilities Commission (CPUC) will also
participate. The public hearing will be sponsored jointly by the
U.S Department of Commerce's National Telecommunications and
Information Administration (NTIA) and the CPUC.

Through this hearing, NTIA and the CPUC will seek public
comment on the following questions:

o    Who has access and who doesn't?;

o What factors would help or hinder network access for
     information providers and users?; and

o What is government's role in ensuring access and spurring
     innovation?

There will also be demonstrations of advanced
telecommunications technologies held from 11:00 a.m. to 3:30 p.m.
in the Neighborhood Room.

NTIA has held a series of hearings across the United States
seeking public input and discussing government universal service
and open access policy. NTIA's first two hearings focused on
extending the Universal Service policy to reflect changes in
telecommunications technology and markets. The third hearing,
scheduled to be held April 27th, will examine the access that
information providers and transport providers should have in
order to meet the needs of consumers in an evolving information
marketplace. This hearing, to be held in "Silicon Valley," will
further examine the open access issue and the effect the current
regulatory environment has on innovation and the public interest
in the NII. The hearing is open to the press and public, but
space is limited. To register in advance please provide NTIA
with your name, company, address, phone and fax number, and
whether you will be submitting written testimony for the record.
