I'm looking for a way to turn on and off key repeat for function keys in
Xlib on a sparcstatinon 1 running X11R4. 

What I want to do is have control over individual function keys repeating
or not. XChangeKeyboardControl looks like what I want, but it's restricted
to keysyms within the 7 to 255 range, but the function keys are not in the
range. Turning on and off repeat for all keys at once does not do it either.
