Sorry, you are incorrect. The newgroup control message DID in fact go out.
It was written using the guidelines at:

This is getting rather silly, don't you think. You and Jim have been
harping on the fact that this group was created without following THE
GUIDELINES. Yet to this day, NOBODY has mentioned WHERE these guidelines
are posted. If you can point me to a URL that clearly states the
established guidelines for newsgroup creation under the balt hierarchy, or
even a set of guidelines that encompasses all regional groups, I will back
down and admit that I've not followed these guidelines.
But, so far the only thing that's been posted resembling a set of
guidelines was a FAQ that Jim cobbled together from the FAQs of other
hierarchies which have nothing to do with "balt". Sorry my friends, this
is not "Calvin-ball" you don't tell someone they haven't followed the
rules and then make up the rules AFTER THE FACT. If you can't provide a
pointer to the existing guidelines, please stop your claims that these
guidelines haven't been followed. If these guidelines that you are so
hell-bent on protecting exist, SURELY they must be posted somewhere? Come
on guys, It's time to put up or shut up.
I agree that there should be guidelines and I support the enforcement of
them ONCE THEY HAVE BEEN ESTABLISHED.
