Scuuze me... But isn't the whole idea BEHIND the creation of a new
newgroup is the fact that the traffic warrents it?

The procedure is to propose a new newsgroup and then give the rationale
behind it's need. From the above, it seems that a new proposed newgroup
would be balt.music (for the discussion of Baltimore area music).

Now it's time to:

   o Convince people that it's needed
   o Vote on it.
